On April 7, 2026, voters in Marion County will consider a ballot measure related to limiting property taxes, known as Senate Bill 3.

If approved, Senate Bill 3/Homestead Act would result in flat funding or potential reductions in funding for entities that rely on local property tax revenue, including public schools, fire districts, libraries and other essential community services.

Note: senior citizens’ property taxes are not impacted by this measure, as eligible seniors may apply to have their taxes frozen under Senate Bill 190.

For public schools, local property taxes are a primary source of funding used to pay staff and support day-to-day operations. When funding remains flat or decreases, school districts must make adjustments to address rising costs such as inflation, utilities, insurance, and cost of living increases.

These adjustments could impact staffing levels, classroom resources, class sizes, student programs, and extracurricular activities.

To help inform the community, superintendents Dr. Ritchie Kracht (Hannibal Public Schools), Jason Harper (Palmyra R-I School District), Savannah O’Bryan (Marion County R-II School District), and Tony Degrave (Monroe City School District) will host a public meeting:

The discussion will provide an overview of Senate Bill 3 and its potential impact on local school districts and community services. The superintendents encourage all community members to take a close look at the measure and consider what it could mean for students and for the services families rely on each day.

Ballot Language: Homestead Property Tax Credit

“Shall the County of Marion exempt eligible taxpayers from certain property tax increases on eligible taxpayers’ primary residence above the tax liability incurred during the taxpayers' initial credit year?”

Community members are encouraged to attend and learn more ahead of the April 7 vote.
